TLA is provided to partially reimburse for more than normal expenses incurred while occupying temporary lodgings. Basic Allowance for Housing (BAH) continues during the period a member receives TLA reimbursement.
TLA for arrival is normally authorized 10-30 days to look for additional accommodations and can be extended up to 60 days if your Base housing is not ready or house hold goods (HHGs) are delayed or other valid reason. TLA is also approved for up to 10 days when departing Hawaii to PCS to another location.
Here are some Temporary Lodging Allowance FAQs from Defense Finance and Accounting Services (DFAS).
Service members may want to contact their BASE lodging accommodations first, and if no availability there, they might issue a certificate of non-availability (CNA), allowing you to stay at other locations on the TLA approved hotels. You may or may not need the CNA to stay at an off base hotel. Check with your local service command for more guidance as it varies from service to service.
Army service members can check in with the HNL Army Airport liaison desk at HNL Baggage claim E to initiate TLA as soon as you arrive. Please visit the Schofield Housing page for more info on all Army bases on Oahu.
If you are on orders DO NOT reserve your hotel on websites like, Expedia.com, Hotels.com, etc. For TLA rate you will have to call the hotel military liaison to make a TLA reservation.
Daily room rates are set by the hotel. When making reservations, please ensure the room rate is within your TLA authorization.
VACATION RENTALS/ TIMESHARES/ MWR CABINS/ BED & BREAKFASTS
ARE NOT TLA APPROVED.
Note if service member is single with dependents, use married for 1st dependent.
50% for meals in hotels with kitchen.
Military Finance office DOES NOT REIMBURSE for late checkouts, resort charges & taxes, parking tips, etc.
Per diem for Hawaii
The current 2024 per diem daily rate for Honolulu, Kapolei and Kaneohe starts at $202 lodging per night. Per diem increases with # of dependents.
You’ll find many hotels room rates are $250+ a night so finding a TLA approved Govt rate room is possible but try to book it ahead of time.
The TLA approved hotels lists are extensive and the links are below. For the most current list of all hotels contact each base housing offices for more info. Also contact your local sponsor to help you initiate TLA authorization immediately upon arrival.
Note: Airforce uses the NAVY TLA approved hotels list for JBPHH but check with your local service command on which Temp lodging is best for where you will be stationed.

The Inn at Schofield Barracks is the designated quarters for Military personnel stationed at Schofield Barracks, Wheeler Army Airfield and Helemano Military Reservation. If space is not available, the Inn at Schofield will issue a Certificate of Non-Availability (CNA), which enables you to book an off base hotel at the TLA rate.

Per MCBH, guests in PCS status may reserve up to one year in advance at official lodging facilities (Inns of the Corps and Klipper Villas). NAVY LODGE AT FORD ISLAND reservations

The Navy Lodge has pet friendly rooms. Reservations for leisure travels may be booked 14 days prior to arrival, dependent upon availability. Leisure travelers may only stay 30 days per calendar year. Reservations for foreign military members require prior approval from Joint Base Leadership."
Navy Lodge has a dog park and no weight limit.
Temporary government quarters for Tripler Army Medical Center (TAMC), Fort Shafter and Camp Smith is offered by Tripler Lodging, located conveniently behind Tripler Medical Center. Incoming personnel can also visit the TAMC site for more Tripler temp lodging information.

Navy lodge Inn and Suite, West Kauai is available to those on orders.
Barking Sands Beach cottages is available for Vacation rentals.

Craigslist Oahu is a great resource because most of the rentals in Hawaii are privately owned.
Renting a Home: Once you have the keys to your home then TLA ends. If you sign a lease, but the home is not available for 10 more days due to cleaning or old tenants moving out, then your TLA will continue until you can actually move in.
Assigned to Barracks: If you are assigned to on-post barracks you may not receive TLA at all if quarters are available when you show up.
Best Western Plaza Hotel Honolulu - Located near the airport, accepts extra large dogs, no weight limit. Request and “outside yard courtroom”.
Navy Lodge Ford Island - Located in Pearl Harbor, no weight limit
Ohana Airport Hotel - Located near the airport - Large pets, no weight limit
Holiday Inn Express Waikiki - Located across Fort DeRussy in Waikiki - accepts Large pets
